Meet Our Management Team
Roland N. O. Tuopileyi, II is the Chairman of the Environmental Health Board. He is the Expanded Program on Immunization (EPI) Officer of the World Health Organization (WHO) Country Office-Liberia. He holds a diploma in Environmental Health from the Tubman National Institute of Medical Arts (TNIMA), a Bachelor of Art (BA) Degree in Sociology with an emphasis in Demography, from the University of Liberia, Monrovia-Liberia, and a Master in Public Health (MPH) with an emphasis in Epidemiology, Cuttington University Graduate School, Monrovia-Liberia. He has achieved several certificates including a Certificate in Effective Vaccine Management Regional Training Course for Anglophone Counties in Africa at Five Star Hotel, Harare, Zimbabwe, a Certificate in Mid-Level Management Course in Immunization for Anglophone Countries at Safari Park Hotel in Nairobi, Kenya, Certificate in Complex emergency response in Public Health Course Sponsored by MERLIN in London United Kingdom, Post graduate certificate in Geographic Information Systems for Public Health sponsored by the Center for Disease Control and Prevention, World Health Organization among others.
J. Leahown Tokpah is the current Vice President of the Liberia Association of Environmental Health Professionals (LAEHP) and the chairman of the CPD Committee of the Environment Health Board. He holds a Diploma in Environmental Health and a Master's in Regional Science. He has since 2004 worked for the Ministry of Health in several capacities, as hygiene promoter facilitator, program coordinator for the Environmental Health Team, Montserrado County Health Team, National Coordinator for the Community-led Total Sanitation (CLTS) Program, Liberia, classroom lecturer in Primary Health Care and Food Safety, Tubman National Institute of Medical Arts (TNIMA) and Health Education, Diversified Health Assistant School. I have been an independent consultant for FSG, Inc., a Massachusetts non-profit WASH consultant group, 179 Lincoln Street, 3rd Floor, Boston, MA 0211(“FSG”). J. Leahown Tokpah serves as a National Coordinator for the National Technical Coordinating Unit (NTCU) at the National Public Health Institute of Liberia (NPHIL).
Mr. Thomas John Momo is the Co-chair of the Academic Committee of the Liberia Environmental Health Board. He obtained a Diploma in Environmental Health from the Tubman National Institute of Medical Arts (TNIMA) and a Bachelor of Arts in Sociology and Humanity from the University of Liberia. He holds a Master of Science in Environmental Sciences from the Cuttington Graduate School.
Over the years, Mr. Momo has worked for IRC as a county coordinator for the PACS project in Bong, Margibi, and Monsterrado, and as a WHO community engagement officer. Additionally, he serves as an Instructor and Team leader at the TNIMA School of Environmental Health.
Dave Wuo Kehnel, Jr. is the Secretary-General of the Liberia Environmental Health Board and an alumnus of the Tubman National Institute of Medical Arts (TNIMA) School of Environmental Health. He holds a Bachelor of Science in Epidemiology from CEPREs International University (CIU) in 2020 and is currently pursuing a Master's degree in Epidemiology & Biostatistics from CIU-Lincoln University.
From 2011 to 2017, he served as the Environmental Health supervisor of Rivercess. During the Ebola virus outbreak 2014, he actively led the case search and hygiene promotion team for Global Communities. Additionally, he serves as an instructor at the Tubman National Institute of Medical Arts.
Mrs. Phebe Jackson Thomas is the Points of Entry Coordinator at the National Public Health Institute of Liberia. In this role, she works closely with partners to ensure that staff are trained, mentored, monitored, and supervised while addressing various public health issues.
She is an alumna of the Tubman National Institute of Medical Arts (TNIMA), School of Environmental Health. In 2011, she earned a Bachelor of Science (BSc.) Degree in Nursing from the Mother Patern College of Health Science. Later 2018, she attained a Master of Philosophy (MPhil.) in Applied Epidemiology and Disease Control from the University of Ghana, School of Public Health, Legon Campus. Additionally, she obtained a Master's in Public Health (MPH) with an Emphasis in Policy and Management from Cuttington University, School of Graduate & Professional Studies.
Mrs. Thomas also mentors the Liberia Field Epidemiology Training Program and is a graduate of the Ghana Field Epidemiology and Laboratory Training Program.
Dehwehn Omarley Yeabah is a public health and environmental Management Professional known for his significant contributions to improving health and safety practices in Liberia. His educational journey began with a Bachelor of Business Administration (BBA) in Management & Public Administration from the University of Liberia in 1998. He gained vital skills by pursuing a Diploma in Environmental Health at TNIMA 1987.
Recognizing the importance of staying up-to-date with public health management, Mr. Yeabah obtained a Public Health Systems Management Diploma in 2006. He also completed a certificate program in Quality and Safety Assurance for fish and fishery products in the same year and specialized knowledge in Oil Spill Contingency Planning in 2010. Mr. Yeabah held key leadership roles in the Department of Environmental and Occupational Health (DEOH). As the DEOH Director, he led initiatives to protect the environment and public health and served as the Assistant Director of Operations and Assistant Director of Planning and Research within the same department.
Mr. Amos F. Gborie is a graduate of the School of Environmental Health of the Tubman National Institute of Medical Arts (TNIMA) and holds a Master of Public Health (MPH) from the Royal Tropical Institute/Vrije University in The Netherlands, earned in 2014.
He is also a fellow of the United States Centers for Disease Control and Prevention (US-CDC) Public Health Emergency Management program. Mr. Gborie has served the Ministry of Health in various capacities, including as the Coordinator for the Occupational Health Program and the Deputy Director for Programs and Technical Services of the Environmental and Occupational Health Division and Emergency Operations Center (EOC) Manager.
Mr. Gborie serves as the Director of the Division of Environmental and Occupational Health at the National Public Health Institute of Liberia (NPHIL). This role qualifies him as a member of the Liberia Environmental Health Board and an adjunct lecturer at the University of Liberia.
